Scope of EMP-LAC
The objectives of the platform are to:
- Bring together the energy planning and modelling community in Latin America to share experiences, models and data
- Support human and institutional capacity in Latin America for integrated energy modelling and investment planning
- Support the development of center´s of excellence energy planning in Latin America
- Promote efficient and widespread use of open source modelling tools in support of implementation of the SDGs and the Paris Agreement
EMP-LAC Community
The EMP-Africa Community of Practice is housed on LinkedIn. It includes hundreds of leading analysts, many of whom are African and have contributed to the EMP-A's growing body of knowledge. Content ranges from data, to investment, to political economy analytics.

The Energy Modelling Platform for Latin America and the Caribbean (EMP-LAC) was held jointly by the University of Costa Rica (UCR) and CCG from 16 January to 2 February 2023. Its aim was to support the development of Latin America and Caribbean capacity in five different energy modelling tools. Forty-five participants from 15 different countries were trained for three weeks (one week online and two in-person and hybrid at UCR). The event was co-funded by World Bank Group and 2050 Pathways Platform.

Basic courses for these tools are all freely available via Climate Compatible Growth's Open Learn Collection (English and Spanish).
On 2 February, a whole day High-Level Meeting discussed issues surrounding knowledge, finance, and policy in the LAC region regarding the transition to renewable energy as well as overall energy-related challenges in the region. Speakers ranged from international organizations such as IAEA, IRENA, and the World Energy Council, to universities such as Imperial College London and Universidade Federal de Juiz de Fora, and a representative from the Ministry of Chile. The topics presented and discussed included: What Policy Insights do High-Level Decision Makers Need? Financing – what do IFI’s need to see from models and policy analysis? Modelling National Balances, Projections, Energy Investment, Integrated Investments, and Financing, and Data, data, data.
For the trainers and stakeholders engaged in this field, a Round Table Meeting was held the next day so that everyone could share the work that they are conducting in the Latin America region, see the reflection of EMP-LAC as an event based on a survey conducted by the participants, and discuss new areas of collaboration.
We received lots of positive feedback on the event with 95% of participants saying they could recommend it and overall satisfaction at 92%. Comments included:

The modelling tools offered were:
- OnSSET / The Global Electrification Platform
- This course teaches how to build your own electrification analysis, how to include the geospatial dimension in your energy modelling to unlock new dimensions and gain an understanding of the earth’s different energy resources.
- Energy and Flexibility Modelling: OSeMOSYS & IRENA FlexTool
- This course helps understand what investments, when, and at what scale are needed in the energy sector to meet the growing demand for energy while meeting security, environmental, and other constraints. Special considerations are made for modeling the flexibility of the electricity system, to account for high renewables penetration.
- FinPlan (Financial Planning of Energy Infrastructure) and Investment Pipelines
- This provides basic knowledge on financial theory, showing how financing is done in the power sector across the world, with a primary focus on developing countries. It demonstrates how to carry out financial analysis of power projects.
- MAED and Energy Balance Studio
- This course shows how to use two of the International Atomic Energy Agency (IAEA) modeling tools: the Model for Analysis of Energy Demand (MAED) and the Energy Balance Studio. In the process, participants learn about energy balances and energy systems in general.
- Introduction to CLEWS: Climate, Land-Use, Energy and Water Systems
- This teaches how to analyse policy decisions on issues such as the promotion of clean energy, competition for water, and agricultural modernisation. It shows how to define model components, linking them together in an integrated system representation, populating the model with data, running a model, and interpreting results using CLEWS
